This is similar to what Windows 10 does during system startup in which it starts applications slowly to prevent the operating system from freezing. As Google Chrome does something similar when your computer is disconnected from the internet connection, the tabs will not load automatically when your computer goes to connect to the internet.
If you want to automatically load the offline tabs in the Google Chrome browser when you are connected to the internet again, you can do so but for this you will have to change the default settings manually.
